Process for Self-Funded Student Health Coverage plans beginning after December 31, 2014 to Obtain Recognition as Minimum Essential Coverage
On July 1, 2013, the Centers for Medicare & Medicaid Services (CMS) released a final rule (CMS-9958-F [pdf]) that, among other provisions, designated self-funded student health coverage plans or policies years beginning on or before December 31, 2014, as minimum essential coverage (MEC) under the Affordable Care Act. The rule stated that rather than permanently designating self-funded student health plans as MEC, such plans would be treated as MEC for a one-year transitional period with the option to renew that status.
On October 31, 2013, the CMS Center for Consumer Information and Insurance Oversight (CCIIO) issued Sub-Regulatory Guidance: Process for Obtaining Recognition as Minimal Essential Coverage [pdf]. The document outlines the steps necessary for application submission and certification process through the Health Insurance Oversight System (HIOS) for self-funded student health coverage for plan or policy years beginning after December 31, 2014.
